Every low-IELTS list on the internet promises fifty universities. Almost none of them show their counting. Our database holds 1,214 program records with English-test requirements, and 841 of them state an IELTS minimum. Counted honestly, the low end is thin: 178 records ask for an overall band of 6.0 or less, and only 23 ask for 5.5 or less. This article is that count, with the names attached.

The distribution, before the names

Here is every stated IELTS minimum in the database, counted:

IELTS overall minimumProgram recordsShare of 841
4.5 to 5.523about 3%
6.0155about 18%
6.5420about 50%
7.0191about 23%
7.5 and above52about 6%

Half of all programs sit at 6.5, which is why 6.5 feels like the universal requirement. The low tail exists, but it is a tail: roughly one program in five asks 6.0 or less.

Where 5.5 and below actually lives

The 23 records at 5.5 or below split into two honest groups. The first is direct undergraduate admission at regional US universities: Oklahoma State University, Wright State University, Middle Tennessee State University, Tennessee Technological University, the University of Alabama in Huntsville, and Indiana University Indianapolis all record a 5.5 undergraduate minimum. The second group is pathway and conditional routes, which are not direct admission: James Madison University's International Year Program records 4.5, Fairleigh Dickinson's Pre-University Pathway records 5.0, Carleton University's ESL conditional admission records 5.0, and the University of Guelph's Integrated Admission Pathway records 5.5. A pathway buys you a supported first year and a route in; it is a different product from a direct offer, and any list that mixes the two without labels is misleading you.

The 6.0 tier is bigger than you think

At 6.0 the picture changes completely: 155 records, across every level. By degree, the records at 6.0 or below split into 109 bachelor's, 57 master's, and 12 PhD records. Names at this tier include Texas A&M University for both undergraduate and graduate admission, Hong Kong University of Science and Technology undergraduate admission, and research degrees at the University of Leeds and the University of Birmingham. A 6.0 is a weak score for a top-ten program and a perfectly workable one for a long list of serious universities.

The warning every low-score list leaves out

An overall minimum is only half the rule. In our records, 450 programs also state a per-band minimum, a floor under individual sections. The University of Waterloo, for example, records listening 6.0, reading 6.0, writing 6.5, and speaking 6.5. Meeting the overall band with a 5.5 in writing still misses that offer. Before you celebrate a low overall minimum, check the band floors in the database search; that is the number that actually decides.

Questions this count answers

How many universities accept IELTS 5.5? In our records, 23 program entries state a minimum of 5.5 or below, and most are undergraduate or pathway routes rather than direct graduate admission.

Is IELTS 6.0 enough for a master's? Sometimes. 57 of the records at 6.0 or below are master's programs, including Texas A&M's general graduate admission. It is not enough for the median program, which asks 6.5.

Why do other lists show lower numbers for the same universities? Usually because they copy each other, mix pathway entry with direct entry, or print a minimum from a different degree level. Every figure here comes from a named program record you can pull up in the search.

If your score sits in the low tail, the work is matching it to the right tier and then closing the gap deliberately. The Score Sprint Planner turns that gap into a week-by-week plan, and our guide to moving from 6.0 toward 7.5 in eight weeks shows how the sprint is split.
